Updates from the February 24th Community Meeting

The HOA Advisory Committee held a community meeting on Saturday February 24, 2024.


One of the key take outs from that meeting is the need for Heritage South residents to continue to attend Union County Board of Commissioners Meetings.


The next meeting is scheduled for Monday March 4th, 6:00 PM, at the Union County Government Center, 500 North Main Street Monroe, North Carolina, in the first floor board room. Please consider attending and even taking a turn speaking about the ongoing sewer odor in the neighborhood. Here is how to register to speak:

Meeting started at 12:05pm

 

On February 13, 2024, the Team sent a notification about today’s meeting along with a link to the Transition Team website (https://www.heritagesouth28079.com/).  If you didn’t get that notification and you want to receive future notices, send an email to HeritageFriends28079@gmail.com with your contact info (email address) and you’ll be added to the distribution list.

 

At the meeting, attendees were provided with a handout that included (copy attached to these notes):

·         How to access the video about why the sewer odor occurs, the proposed solutions and the recommended solution.

·         How to access a calendar of monthly Landscape Maintenance provided by our new management company, First Service Residential (FSR).

·         Information about how to contact FSR with questions and concerns (ex, work requests or via phone).

 

Steve Worgan spoke for the Transition Team.  He introduced the Advisory Team and reminded residents that we are charged by the developer, Kolter Land Management, with having periodic meetings with the community.  We are to document any issues of community concern that are raised and share that information with the management company, FSR.  The purpose of this meeting is to comply with the above mandate and to share information concerning the sewer smell in the Curling Creek Drive section of the community.

 

Sewer Odor:

Steve summarized the last 4 years’ activities related to pursuing a resolution to the odor problem.  There is a video describing the problem, possible solutions and the recommended solution proposed at the 2/5/24 Union County Board of Commissioners (UCBoC) meeting (see handout included below for information about how to access the video).

 

We have had two Commissioners that were particularly supportive of resolving this issue.  One has died (Stony Rushing) and the other recently resigned for health reasons (Richard Helms).  It’s important to remember that although a solution has been identified, it has not been funded or approved by the Commissioners.  Since the Commissioners are often pulled in many directions, it’s imperative that Heritage community residents go to UCBoC meetings each month and speak at the meetings, asking the Commissioners to move forward with the proposed solution.  See the handout included below for information about when the Commissioners meet, how to register to speak and some ideas about what to say.)

 

Community Concerns


Communication with FSR and Kolter Land Management

There is a lack of communication: the annual and budgeting meeting held by FSR and Kolter Land Management was virtual and allowed attendees to ask questions via the Chat but the Chat was not open when residents tried to access it.  Although the budget was approved by FSR & Kolter, how can residents get their budget related questions answered now?  (Also see Budget/Financial below.)

Response: We will make FSR/Kolter aware of the concern and ask for resolution.


Road Damage

Construction trucks may be damaging the roadway and have already significantly damaged the landscaping in the front of the neighborhood by running over the turf.  How can that be managed? 

Response: Damage will be repaired before the community is released from Kolter to the residents/HOA.  Following on that is the responsibility of the Transition Advisory Team.


Cars Racing

Resident Shelley Rohm-Walters; 1014 Heritage Pointe.  She is concerned about cars racing from the front of the development to the first stop sign to see who can get there first.  She has brought this to the attention of the sheriff’s office. 

Response: Continue to contact the sheriff when this is happening.


Community Maintenance

The clock at the entrance to the development is not working.  Can it be repaired?  If it can’t be reliably repaired, can it be replaced with something like a medallion with an “H” in it?

Response: We will make FSR aware of the concern and ask for resolution.


ARC Requests

Resident Shelley Rohm-Walters; 1014 Heritage Pointe.  It took more than three months to get her request for a fence approved.  How does this process work and can responses be provided on a more timely basis?

Response: We will make FSR aware of the concern and ask for resolution.


Budget/Financial Issues

Resident Bonita Somers; 2225 Manor Stone Way (and others).  There should be $40K or more in reserves for our community each year.  Where is that money from prior years?  Is the community in a negative financial situation?  Can we get a more detailed accounting?

Response: We have asked for a more detailed accounting but have been told that Kolter Land Management is not obligated to provide one and they are not doing so.

Resident??.  What is the source of the “bad debt” that was listed in the budget?

Post Meeting: The provided budget indicates “Assessments”.  We will ask for confirmation that this line item is HOA dues that are not expected to be collected in 2024.  We will also ask for the number of residences and the length of time in arrears for each.


Transition

When will the community transition from management by Kolter Land Management to a Home Owner’s Association (HOA)?

Response: We anticipate it will be 2 years or more.  It usually is done a few months after the sale of almost all of the homes.

 

We thanked the community for their attendance and participation; they, in turn, thanked us for the information we shared.  We also reminded attendees that they can provide their email address if they want to speak at the UCBoC meeting and Terry will email talking points to them.

 

No date was set for a subsequent meeting.  Meeting ended at approximately 2:00pm
